Specialized IT Consultant - Senior

NOTE: OPP-2 Security Clearances could take approximately 10 weeks to process.

 

• Creation of technical documentation.

• Provide support to technical engineering team and Ministry partners to ensure informed design decisions are completed.

• Work with the project teams to ensure successful delivery for the Public Safety Radio Network (PSRN) project.

Experience and Skill Set Requirements

• Demonstrates experience in working with large scale public safety radio systems that employ P25 trunking, encryption, conventional repeater, and simplex systems.

• Demonstrates experience in in-building radio systems.

• Demonstrates in depth understanding and knowledge of applicable standards, ISEDC regulations, TSB-88 for Radio Networks.

• Establishes detailed RF designs and sub-assembly performance specifications to fulfil the requirements of assigned general Unit specifications.

• Generates and presents design technical review material for various design reviews.

• Analyzes results and prepares project reports, makes recommendations within the scope of the project responsibility.

• Generates engineering and test related estimates for time required to complete pre-defined work scope.

• Supports the generation of RF technical proposals.

• Responsible for performing RF-parameter measurements.

• Demonstrates in-depth knowledge of the essentials of a radio Network including backhaul and microwave, alarming, Networking.

• Analyzes of complaints issued by customers, compare with requirement, assess the results and provide recommendation to solve or address the problems.

• Create user community transition plan that balances operational impacts while meeting end-state timelines. 

• Documenting work instructions, training aids, communications to support knowledge transfer. 

• Create and deliver client engagement presentations and supporting material to assist programs to be ready to transition to a new radio network.

• Completing work and achieve milestones within the assigned deadlines.

• Bachelor’s degree in Electrical Engineering or a related technical field is required. A strong preference is given to individuals with an academic specialization in RF. 

• Minimum 5 years’ experience in wireless telecom industry.

• Advanced knowledge of P25 and LMR RF networks including radio and/or telecommunications systems.

• Strong understanding and experience working on GSM/UMTS/HSPA/LTE/NR.

• Good technical understanding of P25, DMR, Analog air interface protocols.

• Strong background on radio network design for LMR.

• Knowledge of RF hardware systems and testing equipment.

• Experience designing RF components, especially power amplifiers, antennas, antenna systems including multi-coupling.

• Must possess an in-depth working knowledge of antennas, reflectors transmission line theory, amplifiers, power amplifiers, and RF modulation.

• Excellent understanding of radio propagation principles for wireless spectrum.

• Good theoretical understanding of Tx/Rx Radio, Antenna system design including RF point to point transmissions (microwave).

• Knowledge of practical RF system considerations such as path loss calculation, cascade noise figure, and intercept point.

• Highly developed interpersonal and consultation skills with the ability to negotiate outcomes when parties are not aligned.

• Excellent verbal and written communication skills with proven experience in training communication.

• Hands-on experience with RF Test Equipment - spectrum analyzers, network analyzers, power meters, and noise figure analyzers.

• Understanding of RF radiation safety and Canada SC6 standard.

• Strong knowledge of radio communication and messaging protocols.

• Working experience with TCP/IP protocols.

• Knowledge of radios installation and testing expertise.

• Working knowledge of network KPI and parameters (Motorola).

• Worked proficiently with Planet RF Planning tool.

• Excellent writing skills in English language. 

• Experience leading teams and of working on a project team to deliver high profile initiatives.

• Experience with computer and software applications for development of process workflows, guides and supporting materials including presentation software.

• Expert use of Microsoft Office Suite, Visio, PowerPoint, Excel, Microsoft Teams and SharePoint.

NOTE: This position is currently listed as "Onsite"; however, the Assignment under this request will provisionally be “Hybrid”, working 7.25 hours per calendar day, sometime between 8:00-5:00 PM (excluding lunch breaks) Monday to Friday inclusive, unless otherwise identified. These conditions are subject to change as the OPS reflects on its current situation. During the duration of the assignment you will be under the discretion of the Hiring Manager’s requirements for the Project you are assigned to.
